With the decisions adopted during the 133rd Session of the Committee of Ministers of the Council of Europe in Strasbourg, France on Friday, a reference was made to the normalization of relations between Armenia and Azerbaijan, "expressing full support to the peace process based on the principles of mutual recognition of territorial integrity, respect of sovereignty, the inviolability of borders, and non-use of force, and welcomed the process of border delimitation based on the Alma Ata 1991 Declaration."

The mentioned protocol was reflected in the text of the decisions adopted under the title “United around our values” for the purpose of “Implementation of the Reykjavik Declaration,” which have binding legal force for the member states. This was noted by Ani Badalyan, Spokesperson of the Ministry of Foreign Affairs of Armenia.
